Okay im a little confused .
So if there is a member or anyone Breaking the
Rules , Am i required to give them a warning , Or
it is my decision to ban them ?

Sorry if the answers to my question are quite obvious,
And i've over-seen it but ,
Im just double checking so i dont break a rule myself .

It completely depends on the magnitude of the offence. For instance, lets assume someone posted a link to a pornographic website; you would then have the grounds to ban them for whatever amount of time you feel is adequate. However, if you see someone that posted a spam message, then a ban would be a bit much, and a simple warning should suffice.
